Leroy Rountree Hassell was born in Norfolk, Virginia back in 1955.  He attended Norview High School in Norfolk.  His classmates voted him “most likely to succeed”.  He continued his education at the University of Virginia earning a undergraduate degree in 1977.  He went on to the Harvard Law School.  While there he edited the Civil Rights-Civil Liberties Law Review receiving his J.D. in 1980.He started working for the Richmond branch of McGuire Woods, after just seven years he was made a partner in the firm.  He also served as co-counsel to the Richmond Redevelopment and Housing Authority and as chair for the Richmond School Board.He also served as jurist-in-residence at Regent University School of Law and on the school’s Board of Visitors.  Do you enjoy working on your home?  There is a significant difference between maintenance and improvement.  Not every home improvement will increase the value of you home.  This might be a hard bit of information to swallow but adding a pool to the back yard of a normal home does not increase the value of the home by the same amount represented by the cost of the pool.  Depending on the market, not everyone wants a pool.  I would not say there is a fine line between improvement vs maintenance because there are lots of areas where they overlap.  Cutting the grass is definitely maintenance but putting in a garden with a fire pit and outdoor sitting areas would be an improvement.  Improvement may not always increase the value but it does support a higher price and then increases the likel...
